The Jewel of Elemental Chaos
Deep within a vault in The City of Lights is kept The Chaos Jewel. A gem that is ever shifting in color and composition. Made by a man driven by a lust to control the core essences of the elemental planes this artifact is now guarded in one of the most secure places in Silvaria to ensure that the disaster that happened years ago never happens again.
Mechanics & Inner Workings
The Jewel of Chaos acts as both a portal and a container into which flows the essence of the elemental planes causing them all to mix together. This makes the Jewel extremely volatile. Due to the obvious lack of testing and general fear of the object the exact effects the gem has are unknown and most refuse to risk finding out.
Manufacturing process
The person making the Jewel must be wearing all of the equipment required above (they do not have to be attuned to all or any of it.). They must then lie on a stone table with the proper summoning circle carved into it and embedded with the 4 gemstones required above. The maker must have a single chain from the dimensional shackles tied to each limp which are each in turn shackled to one of the genies. Each of the chains must also be embedded in the corresponding gemstones: The dao attached to the jacinth, the djinni to the diamond, the efreeti to the ruby, and the Marid to the black saphire. All of the genies must then strain against the chains for 5 minutes during which the gemstones and the maker will absorb the energy they exert. During this time the maker must make contesting strength checks against each of the genies each minute to avoid the gemstones being ripped out of the table and the maker likely being ripped apart. After the five minutes the genies must then all use the "plane shift" spell to attempt to return to their native planes. When this happens they will all instantaneously implode on themselves and die creating portal to each of the elemental planes. The subsequent energy from these portals will flow through the chains which will bind themselves along with the gems they are attached to "also overflowing with energy" around the maker. The gems will forcefully embed themselves into the makers heart as they absorb the portals creating a Chaos Jewel. At this point the user will be infused with enough energy to shatter the chains binding him and the ritual will be complete.
Significance
In the year 456 an event occurred known as "The Shores Sundering". A mage mad with power made a gem that allowed him to control the core essence of all the elemental planes at once with volatile and immense destructive power. His name was Hakrudier Madkan and as he embedded the gemstone into his heart the power of the planes took over him. His home immediately burst into flames and he rose from the ashes, his veins glowing with colors ever changing between blue, white, yellow, and red. His long hair and beard shared similar properties as he caused the ground to quake, the seas to rage and flood the city, and fires to consume all in sight. His rampage only lasted for 4 hours before he was stopped by the arch-mages of the city however even then nearly a third of the city was destroyed and the land scarred and changed. A great chasm and some mountains mark where much of the city once stood. Hakrudier's body was completely destroyed but the gem stayed in tact. Out of fear of what would happen if they tried to destroy it the arch-mages decided to keep it under high security deep underground in a vault. No one except those who guard it know of its location and fewer still know how to access it.

A diamond, a black saphire, a Jacinth, a ruby, an imprisoned Dao, Djinni, Efreeti, and Marid, all of which you should be able to control in some way during the ritual, modified dimensional shackles,and either: a cloak of yeti fur lined with fire salamander hide, a belt of giant strength, and wings of flying, or: all 4 different kinds of rings of elemental command.
