Bala'oras is the name of a harsh, unforgiving tundra in which resides an entire society of bugbears; their capital city is known as the Bala'orasian Bugbear Bureaucracy. The natives have fabricated and circulated a legend about dragons in order to keep foreigners out of their lands.
