The Free City of Elefth
The Glorious Republic of Elefth is the only true democracy in creation. First founded by the Sword of the Free, who slew an avatar of the God of Chains and freed thousands of slaves from Lakeda, she led them to the land that would become Elefth and carved on a stele of stone with her last breath, "All are free, or none. Ye of this land, suffer no compromise in this".
The people who had been recently been freed would follow that for all time to come, possibly too much, for the laws of the Free City is what would happen if a scribe tried to write down every shout of an angry mob, form it into policy, and then repeat the process another half a hundred times. It is a nightmare to process and it has resulted in laws such as making public crying, the knowledge of swimming, and the use of foreign products all being illegal unless one is granted the right by a proper committee. It has also resulted in a law that states that enough draws in battle counts as a victory and that all foreign labor is the product of tyranny.
To enforce these many, many laws, the Kanenas were formed. Not only are they law enforcement, but they are also all highly proficient enchantment spellcasters who are frequently reading the minds of citizens as well as occasionally killing people with their minds for breaking one of the many laws of the city. Some believe that they might kill people for the crime of not thinking patriotic enough thoughts.
It is quite terrifying from the outside, but the indoctrination machine of Elefth is incredibly effective, which means that every single person within the city is effectively a zealot who will never back down if a vote has been made for a decision.
Structure
The government of Elefth is somewhat of a mess, for it is the only truly just one. All governments official are chosen by a random lot drawing every three years with the only exception being the diplomatic service who of course are chosen at birth. It is not uncommon for government officials who have done extremely poor jobs to be hanged in the streets by the People after their service.
Culture
The culture of Elefth is one of anger and oppression. The city-state regularly overthrows its own elected leaders due to incompetence yet every citizen lives knowing that breaking even a single obscure law could result in their own death.

The Glorious Republic seeks to make sure that all are truly free.
History
The people that would become the People, started as slaves to Lakeda until they were freed and led by a woman known as the Sword of the Free. She would die inscribing the fundamental words of the city, and around that stele would the People build their new home. Though it might have been easier, and they might have been better off for it in truth, the People have never once gone against this fundamental truth. All Are Free Or None, and should anyone stand against this, even the Gods themselves, then they will be judged and hanged by the People.
Military
The city-state has none, but instead enlists the People to take up arms in times of need.
Religion
The Creed is technically the state religion, but Elefth itself doesn't believe that even the Gods are above the People. In fact, Elefth believes that the Gods themselves are citizens much like anyone else living within its walls and are therefore under the same laws as everyone else. The Gods are even allowed a vote each on any matter within the city should they choose to participate, not that this has ever actually happened.
Foreign Relations
Elefth foreign relation with everyone is strained at best. They see all but their own form of governing as Wicked Foreign Tyranny, with even the Republic of Slek getting this treatment given that they are a representative democracy and not a direct one.
Education
The education of the city-state isn't great as anyone with too much knowledge is a threat to the People.
All are free, or none. Ye of this land, suffer no compromise in this.
