Valentoise
If you travel down the Dalios River past the capital of the Kingdom of Owenar, you will eventually discover a small fishing town. In the village of Valentoise, the kingdom's citizens lead a simple life away from most politics and conflict. Founded by a group of fishermen in the Dark Ages, it offers some of the best spots for catching freshwater fish, like the Western Longtail. Due to its convenient location, it also serves as a rest stop for weary travelers. The surrounding grasslands have rich soil ideal for crops that nourish its people and provide rations for the Kingdom. For its protection, the family of House Ancel defends against raiders and disturbances to the peace. As part of the Kingdom's territory, it upholds the laws of its government while establishing local ordinances in its small council. While this may be a small town with limited amenities, no one can dispute that its location in the heart of Westenra is perfect for a peaceful and uninterrupted retreat for citizens and travellers alike.
Demographics
The town is home to residents of the Kingdom, whose primary occupations include fishing, river trading, transportation, and innkeeping. Being a human town, it rarely encounters other races, except for those who are visiting. Wealth and status are almost non-existent in the village, as most of its inhabitants are labor workers. Those with some wealth and influence hail from the prominent House Ancel and the small council of fishermen. The role of fishing is a highly respected career as some of the most appetizing freshwater fish are caught and sold throughout the Kingdom from the town of Narlimar.
Government
The local government consists of a small council of 10 members elected by the citizens. House Ancel acts as both the host for the government and its protection, along with its citizens. Despite this, they are bound by the orders of the King. Any law written by the council is second to the laws of the Kingdom of Owenar it resides in.
Defences
On the northeastern side of the town stands a stone tower used to observe distant movement across the far reaches of the plains. The stone fort at the town center boasts a heavy defense for its citizens in the event of an outside attack. With fewer than 200 soldiers, their defenses are relatively low compared to other parts of the Kingdom, but its location at the heart of it all serves as its own strategic defense point. For the highest of security, the king's orders is that one royal guard be stationed in the town at all times. Members of the royal guard are considered such highly skilled fighters that security is hardly questioned.
Infrastructure
Being a small town, it has minimal infrastructure. Apart from the small stone fort used by House Ancel, the housing consists of basic lumber and clay structures. Ports are found on the western and eastern banks of the river for fishing and trading. The town uses watermills on its eastern side to operate mechanical reels that help them catch large quantities of fish.
History
Shortly before the first king came to Westenra, a small band of fishermen found this spot in the river where fish collectively gather to eat the rich nutrients at the river's curve. The band decided to take advantage of this natural occurrence to start a community of fishing. No resistance was made when the Kingdom sought the developing town's allegiance. After King Utheos established his rule but failed to defeat the Sapphire Leaf Rangers from the south, a royal guard was stationed to protect the town so long as the kingdom existed. Since then, it has remained neutral and peaceful throughout history. That is to say, there have been many notable moments in the town's history that made it well-known on the continent. For instance, it is the birthplace of Victoria Alban, who would rise from a sailor to a legendary Admiral and retire as a Maester Judge. When King Baron declared war on the dwarven clans, the town was forced into a blockade because of the king's fear of infiltration of the river. During the 2nd Salted Steel War, the town was used for quick ship repairs due to the overwhelming losses in battle.
