Hundreds of Millions of "Inhabitants"
Zufiaurre is a world where the human inhabitants have been overwhelmed by a parasite lodged in their brains. They seek to infect new hosts, and despite not consuming the flesh their behavior is indeed zombie like and they will tirelessly run down new brains to implant the worms and eggs into.
These parasites seem impossible to remove without destroying the brain- and in fact it can be reasoned their victims are already dead.
If there are any groups of survivors, they are small and not easily noticed from areal or orbital scans. The world has been in the grip of this contagion for some time, possibly even before The Scream and the odds of finding survivors at all is incredibly low.
