This world is radiation scarred due to a legacy of atomic warfare unhindered by nuke snuffers that occurred shortly after
The Scream. In short, outside of a few safe areas where most of the local population pockets now live, this world glows in the dark. Even heavy vacc suits can filter only so much of the radiation, and most natives suffer a wide variety of cancers, mutations and other illnesses without the protection of advanced medical treatments.
The locals are savage, either out of necessity or out of cultural preference. Some worlds may actually eat human flesh, while others simply require the rendering of humans into important chemicals or pharmaceutical compounds, perhaps to prolong the lives of ghoul overlords. This cannibalism plays a major role in their society. Uplift processes have largely tampered the excess and brutality of this practice and most locals living within the uplift zones have heartily taken to better, more civilized ways of life, but many pockets of habitation within the rad zones commonly partake in cannibalistic rituals still.
The
United Nations of Worlds has begun a massive multi-organizational uplift process to improve the lives of all living here, though the tide of civilization is coming into friction with a slowly organizing luddite movement called the Black Orchid, that views technology, progress, and psionics as things that brought this world into collapse. They oppose the uplift efforts by harassing its most vulnerable encampments and thus far their goal of inhibiting the uplift movements here have been successful.
This uplift met its first real success in January 2670, when the world was elevated out of its neolithic way of life to something resembling Classical Era society.
