  Settlements on this planet have failed. A mass grave dug by machines has been found in the planet's northwest, with possibly millions of bodies in it. The last remains of any colonists on the surface were unable to eke out a living here leaving their planet behind as a tomb world.   In mid 2668, the Elysium Protectorate began a resettlement effort of the planet. A small colony exists here now, and the Protectorate hopes to restore the terrible environmental damage the world suffered.   In April 2669 a long running Protectorate project codenamed Project Root took effect, penned by an unnamed public official. The scattering of human colonists were joined by millions of Noctua refugees who had been fleeing the Chimeran Ascendency and agreed to settle in Protectorate space. Desert conditions were hard for all who lived here, and those conditions were suddenly alleviated in June 2669. A Noctuan settler named Soovi was able to restart some sort of mysterious drilling array. Alchemical symbols had been dug into the planet's bedrock and upon completion of them all some sort of psionic transformation occurred, turning Tecmessa from a sandy hellscape into something of a rainy planet where a biosphere is about to undergo a massive change.   As of March 2670, the planet's ecology has begun to green in select areas, notably around the Noctua colony.
