Rigers Corps of Engineers is a United Nations of Worlds sub-faction based on the planet Tsatsos. The group seeks to use technological advancement and manufacturing to ensure everyone reaches the Tech Level 4 quality of life they feel is a basic human right.
Billy Rigers is young, but has thus far conducted his faction business honorably. He has been known to conduct Prometheus Projects often, trying to uplift any world they encounter that needs it.
