Greystar Confederation Charter
Article I. Formation of the Greystar Confederation
Section 1.01 Preamble
(a) This document outlines the rights and responsibilities of all signatories. Membership in this confederation is voluntary and shall be ratified by the majority of members.
Section 1.02 Representative Bodies
(a) This Confederation will be comprised of two separate but equal legislative bodies: The Council of Planets and The Greystar Council. The President of the Confederation will be selected by the Greystar Combine to be ratified by the Council of Planets.
(i) The Council of Planets will be comprised of representatives that shall number no more than three (3) members per world.
(ii) The Greystar Council will be comprised of a number of representatives to be named by the Greystar Combine.
Section 1.03 Responsibilities of the Greystar Combine
(a) The Greystar Combine will provide for the leadership and direction of the Greystar Confederation. Her agents will faithfully work to protect the confederation from all enemies both internal and external. Greystar Agents will act as representatives of the confederation in matters of inter-polity negotiations. The Greystar Council will act as intermediaries for any and all disputes between member planets. This option is also available, only upon request, by member planets for intra-planetary disputes.
Section 1.04 Responsibilities of member planets
(a) All member planets will contribute in the defense of the confederation (this responsibility is explained in detail in Section 1.06.a and Section 1.06.b). All member planets will pay a tax of 1 credit per citizen to the Greystar Confederation that will be used in the maintenance, and defense, of the Confederation as a whole
Section 1.05 Rights of Confederation Members
(a) No citizen of the Confederation or any being who exists within its borders, shall be sold into slavery or subjected to indentured servitude. Nor shall any citizen of the Confederation profit from the slavery of others.
(b) No citizen of the Confederation or any being who exists with its borders, shall be imprisoned or punished without a fair and speedy trial.
(c) No citizen of the Confederation or any being who exists with its borders, shall be denied the freedom of speech.
(d) No citizen of the Confederation or any being who exists with its borders, shall be forced to worship a particular religion or any religion at all.
Section 1.06 War and Defense of the Confederation
(a) No member planet will be required to take up arms and commit violence against another entity. In place of direct contribution to the armies of the Confederation, indirect support will be required. Such forms of support must be ratified as acceptable by a majority of the members from the legislative councils.
(b) Each member planet must maintain a standing force equal to 6% of the planet’s population.
(i) Half of the force will be maintained for the purposes of planetary defense.
(ii) Half of the force will be maintained for the purpose of being an expeditionary army.
(iii) Any exceptions to this must be ratified by a majority of the members from the legislative councils
(c) War
(i) Declarations of War shall only be made by a majority vote by the Council of Planets and the Greystar Council. (See Section 1.06.a for exceptions)
(d) Defense
(i) All member planets are required to participate in the defense of any other member planet should it be attacked or otherwise placed in danger. (See Section 1.06.a for exceptions)
Section 1.07 Trade
(a) Each member planet is allowed to determine its own trade relations with entities outside of the Greystar Confederation. Trade will remain open between all member planets and The Greystar Combine.
Article II Amendments to the Greystar Confederation Charter
Section 1.01 Preamble
(a) All Amendments to this Charter shall be ratified by a majority of both the Council of Planets and the Greystar Council as established in Sections 1.02(a)(i) and (ii).
Section 1.02 Amendments
(a) No government entity, corporation, business, group of individuals or individuals shall persecute, penalize, ostracize, or otherwise discriminate against a citizen of the Confederation, or any being residing within its borders, on the basis of their religion, or lack thereof. The Greystar Council reserves the right to investigate and adjudicate any and all instances of bigotry and such investigations shall not be impeded by member planets.
(b) Wherever expert system robotic workers are employed there is to be an independent group to be appointed by the Greystar Council which will be responsible for monitoring the armatures for any signs of developed sentience. Should at any time a unit achieve sentience, they shall be afforded all the rights and protections granted by these Articles of Confederation. In addition, the now sentient unit is entitled to 6 months of back-pay so that they may support themselves as new members of our society. If the unit wishes, they will be granted immediate citizenship within the Confederation and will be afforded all corresponding rights and responsibilities. Member planets may request an independent audit of the Monitoring Group
