The Diarchy of Ulrak'ce
Located at the manmade oasis of the Maddened Sun Desert, the Diarchy of Ulrak'ce is a fully developed man-made oasis city-state of approximately 10,000. Ulrak'ce was founded through an alliance between a united orc tribe and the Yuan-ti, who had an ancient buried temple on which the city would be built. The Diarchy was formed between the high priest of the main house of the underground Yuan-ti people and the Orc Lord of the united tribes to consolidate their power mutually; the Yuan-ti gaining a martial army and the Orcs obtaining livable land and magical resources.
The man-made Oasis made on the surface of Ulrak'ce is completely supported by the Yuan-ti ruling class. Mages(predominantly Yuan-ti) specializing in the primal elements generate the water and develop the land. Without the mages maintaining the oasis, the surface would become uninhabitable, ensuring a permanent union between the Yuan-ti and the United Orc tribes built on mutual gain and dependence.
With the development of the surface, the Yuan-ti have gained resources previously inaccessible to them underground, like a steady supply of humanoids to use in rituals and religious sovereignty backed by a nation.
The Diarchy is a self-sufficient nation isolated within a desert; it gets little outsiders, and even less so by accident. If adventurers have shown up, it is likely because of something old that maybe even the highest houses have forgotten and sought after in the desert.
The desert is filled with forgotten ruins. Think of the desert in the Unova region from Pokémon, just ruins and tombs under dunes of sand with a bunch of strange shit inside. They may or may not be connected (both historically and structurally).
