The Seaboard
The colloquial term applied to any region that is flooded but has buildings tall enough to be exposed from the water. For example much of New York City is referred to as seaboard where many of its skyscrapers are still at least partially above water. These above water sections are used as residence, markets, trading posts, and fueling stations, amongst other facilities required to maintain the lives of those that still living there. One thing most common to the Seaboard is Junk Guild Guild Halls. These act as base of operations for members who dive into the flooded regions of buildings and the waters around to find anything that might be useful.
These regions also tend to be pretty independent and stand offish with any organization formed out of the rebel forces. They tend to blame the rebels for the flooding and the destruction of the planet and tend to treat former members of the IASWW as hero's.
