R-SEC Requisitions Division
The R-SEC Requisitions Division is the asset acquisition and operational outfitting arm of the Ravvaar Syndicate, responsible for the procurement, deployment, and lifecycle management of all tools, vehicles, and mission-critical gear used across enforcement, arbitration, infrastructure, and compliance operations. Functioning as an embedded logistical sovereign within the larger Syndicate structure, R-SEC Requisitions maintains a total-access mandate over every supply channel in Ravvaar-controlled sectors. It does not “order” materials—it absorbs, redirects, or reallocates them based on need prioritization protocols dictated by real-time enforcement heatmaps and contract saturation metrics. All requisition flows pass through an encrypted central lattice known only as Echoblack, which governs not only where resources go but who is authorized to even know what exists.
The division's strength lies in its ability to route capability faster than the problem can escalate. Entire squads can receive tailored drop-packs mid-conflict without verbal confirmation, based solely on environmental telemetry and breach anticipation algorithms. Whether it’s adaptive armor, sealed breacher kits, low-vis ordinance, vehicles, or biometric-tagged seizure collars, R-SEC field drops are cold, silent, and precise. Civilian contractors, bounty hunter guilds, and even rival syndicate factions often rely—unofficially—on Ravvaar Requisitions to replace what their own systems can’t deliver fast enough. Most don’t realize they’ve been plugged into Echoblack until the invoice arrives, already routed through three shells and sealed behind untraceable arbitration clauses. This silent monopolization of access is the foundation of Ravvaar’s logistical dominance.
R-SEC does not engage in public tenders or marketplace competition. It doesn’t need to. Its operatives—called Spec Extractors—are trained not just in asset retrieval but in silent compliance enforcement. If a piece of equipment is needed, it will be acquired—legally if possible, forcibly if not. Manufacturing guilds across Taz’Vaar often pre-negotiate “post-conflict replacement clauses,” knowing that resistance to a requisition order is functionally equivalent to economic suicide. No public record exists of a successful refusal. Most Spec Extractors operate under ghost credentials and rarely wear insignia; their authority isn’t visual—it’s procedural. To receive a requisition marker is to lose any claim of ownership. To delay is to trigger arbitration without appeal. And to interfere is to be designated a systemic obstruction—a label no one keeps for long.
