Hopellum
Hopellum was the religious center of the Dari empire, and the center of Lum worship in the continent of Makel. Most of the city is actually green space, with a very small area dedicated to buildings. The city-state is still ruled by the priesthood of Lum. They have little concern for the day-to-day running of the city, though, so the actual power resides in the Green Guard. The Green Guard functions as the military and city law enforcement. Aside from the coastal trade and religious influence, the city is best-known for being the primary source of sacred lotuses.
Structure
The city's government is controlled nominally by the theocratic priesthood of Lum. The High Priestess and her Shamanic Council make decisions for most laws.
Under them, but controlling most of the day-to-day running of the city, is the Green Guard. The Captain of the guard is the one who is in charge of determining how the theocratic laws are applied to common law.
Culture
The culture of the city revolves around respect for wilderness, as a manifestation of Lum. Other gods are tolerated unless they conflict with the worship of nature.

Hopellum is mainly a city-state, but it does control several nearby towns and villages.
Military
The Green Guard acts as the city guard and also the military.
Religion
The primary form of religion in Hopellum is Lum worship. The grand temple of Lum sits in the center of the city - it is a massive green space with many sacred plants, trees enchanted to grow into a hall.
Worship of the other gods is allowed, but is muted. The only gods that are frowned upon are Bixos and Cora.
Any worship of banished titans is punishable by death.
Agriculture & Industry
The vast amount of agriculture is imported from the towns that are under the influence of the city. The main export of the city is the sacred lotus.
Trade & Transport
As a port city there is a great deal of trade that goes through the city. The city is very difficult to traverse for outsiders due to the rejection of artificial infrastructure.
Education
There is no formal education unless one is part of the priestly class, in which case they are taught the precepts of Lum from a young age. Others are taught privately or given apprenticeships in their chosen careers.
