Serrant's Shallows
Demographics
Primarily itinerant halflings, some of whom move in when their Mother is assigned to manage the town some who have lived most of their lives providing trade for travelers and other halflings. Otherwise is a smattering of Dwarves and Gnomes and travelers.
Government
Although part of The Kingdom of Kelnor Serrant's Shallows is actually run and managed by Mother Maya, a halfling pirate captain who manages the resources at her disposal with calm confidence and poise, gained from running a rough and tumble crew on the high seas before the Matron Mother reassigned her to a tour managing the Shallows.
Infrastructure
The roads in and out of Serrant's Shallows are made by pressing wooden planks into the spongy, marshland. Large leaning buildings, ranging from shacks on the verge of collapse to sturdier structures that have begun to sink into the marshland, make a confusing maze of the town, with the only easily accessible areas being the docks, the road out and the Keel and Head Tavern and Inn.
Guilds and Factions
The Seaborn: The pirating halfling use Serrant's Shallows as an outpost, trade port and safe harbor. Mother Maya currently manages the town.
Rickety May: An ancient hag who lives in the Tang Marshlands not far from the town, and who's foul influence can be felt in it.

Geography
Built at the edge of the Tang Marshland, The Kelnor Pass, and the Hearith Bay, the land is wet, spongy and surprising deep in places.
