Following lengthy debate, the Krigan Hives decide that the eventual presence and threat of alien species requires a unified response. The myriad of Krigan Hives, many already with outposts and colonies in both the Kaedis and surrounding systems, unite into the Krigan Empire. A council of the oldest Hive Queens becomes the ruling body.
