Northwest Region: The Great Bear League
The Great Bear League is an association of mostly-independent bands like the Coyotes and Wolves, but the Bears are much more unified. In-fighting is rare, and the Elders council is revered. The Bears are more sedentary than the Wolves and Coyotes, but do not build large cities, preferring villages that can coexist with their forest surroundings. They are mostly hunter-gatherers, but also buy a lot of grain and vegetables from their western neighbours. The territory of the Bears is very densely wooded, temperate, and nestled between the cultivated lands of the Maize Confederacy and the shore of the Higher Sea. There is no clear boundary in the north between the Bears and Wolves, and little conflict except in times of scarcity. To the south, the forests sink into swamplands and the Triad of the Lizard. The Bears constantly have to ward off raiders from the south, by land and sea.

Structure
Villages operate independently and little governance is necessary given the simple society of the Bears. When guidance is needed the council of elders comes together to discuss and requires consensus before it passes its decisions and advice on to the League.
