Northwest Region: Dwarves of the Grey Mountains

The Vaquerian drylands end in the west at the foot of the steep Grey Mountains, the first row of the Forever Mountains that mark the western limit of the world. The Grey Mountains are home to the Duergar or Grey Dwarves, who also have a number of Svartalfs living among them. This subterranean society maintains a steady supply chain to Vaquerian cities of gunpowder, guns, and precious minerals via the world's only rail-line and the Duergar's unique "Locomotor" apparatus.     Svartalfs in the kingdom will take orders from the Dwarves as long as they are paid well. They are not considered part of the political community or given official positions in the army, and they refuse to do manual labour. Svartalfs make their living in the kingdom as mercenaries, assassins, merchants, and thieves, but most importantly, Svartalf Alchemists make the gunpowder that the Greys sell to the Vaquerians. Such Alchemists are not permitted to leave the kingdom or share their knowledge with any outsiders. Structure

The king of the Grey Dwarves has absolute say over anything that goes on in his society, but devolves decision making to the heads of various departments, such as Water, War, Mining, Smithing, etc. The Dwarves are generally loyal to the king, but more loyal to the race and its pursuit of profit. The king's title is supposedly hereditary, but the assassination of a king, queen, or quing (when a neuter Dwarf wears the crown) deemed incompetent is usually forgiven as long as their successor has proven their worthiness or does so immediately upon seizing the throne.
