Military action

The Korlann Empire Conquers the Lowlands, excepting the Plains of Bann.

The Empire forms a loose alliance with the Tribes, but the Tribes never agree to Korlann Rule. The Halfings agree to rule from the Empire in exchange for protection of the Mageweed farms. All other towns fall under the Empire's arm, and forts are built below the Plains to help enforce the Empire's will.
