Pink Bear

Pink Bear is a magic item from the Elderdays longs for nothing but peace and harmony. Pink Bear cannot be attuned or controlled by any creature. If any creature attacks or takes an action against another creature (spell attack, melee attack, ranged attack, magic item activation etc) within 120" of Pink Bear the following occurs at the start of each following round and effects all creatures with 360":

All creatures must make two DC 18 charisma saves
On a success, nothing happens
On a failure, a creature is affected by the charmed condition and cannot attack another creature or target a creature with harmful effects or magical abilities
Additionally a charmed creature "holds their action" which may be triggered immediately should step five (below) occur
If a non-charmed creature (whether inside the area of effect or outside the area of effect) attacks another creature or targets a creature with harmful effects or magical abilities, all creatures charmed by Pink Bear are no longer charmed, and any who have missed taking action due to where their initiative count falls may act on the same initiative count as the attacker
If a creature outside of area of effect attacks a charmed creature inside the area of effect it is then included in subsequent rounds wher Pink Bear is in effect
If there is a full round where no creature attacks another creature or targets a creature with harmful effects or magical abilities, the charmed effect is lifted at the very start of next round (prior to initiative rolls)
