Ikami Impasse

A magic item from the Elderdays, Ikami Impasse are the everlasting death wish of an ebbing Elder God to forestall destruction, if only for a brief moment in time. Ikami Impasse cannot be attuned or controlled by any creature. If any creature with CR equal to or greater than 1/4 approaches within 180" of Ikami Impasse the following occurs from the initiative count of 30 of each subsequent round and impacts all creatures within 480":

All damage dealt or actions that target creature/s with harmful effects or magical abilities are treated as if that creature/object had Elderday Resistance, meaning that a creature/object vulnerable to damage took the damage as normal, a creature/object taking damage as normal to damage took the damage as if resistant to that damage type etc
If no damage is dealt but the creature is "harmfully" impacted, the creature makes any subsequent savings throws with advantage and any duration effect is halved (if possible)
