Insulator

They say nobody is born evil, but sometimes you come across the occasional person who makes you question the validity of such a claim, who seems to exist only to be as much of an awful human being as possible. Chris Cobalt was a disgraced former police officer who inadvertently caused a complete reform of the Geo City Police Department. When fellow officer Tyler Winters noticed Chris planting drugs at a crime scene to justify an unprovoked assault and battery of an unarmed man, Tyler immediately recorded the action and went straight to the chief. Tyler was promptly fired, and no action was taken on Chris’s career.   At least, not until Tyler returned to the station, demanded to speak to the chief, and revealed himself to be not only a superhero, but one of the leading members of the Legacy itself. Not wanting to lose one of the most well known superheroes in the world, the chief graciously offered Tyler his job back. To his surprise, however, Tyler did not accept right away. Tyler knew that the desire to have such an icon on the force was a powerful bargaining chip, and that the ball was entirely in his court. Tyler would not accept his job back unless Chris was fired and Blacklisted, and every single current and new hire was given an internal review to ensure this could never, ever happen again. Tyler now personally oversees the training of new cops, and shows them the incriminating footage, stating: “This kind of behavior will not be tolerated whatsoever. You only get one warning. That was it.”   Furious at being Blacklisted, Chris quickly pieced together the puzzle on what happened, and vowed to make Tyler pay, starting by filing a lawsuit against him with the intention of taking every penny he owns and, in his own words, “Force his entire family to live in a cardboard box.” Sadly for him, Tyler’s friend, Vincent Eclipse, is one of the most skilled Lawyers in Geo City, and strongly encouraged Chris to not go through with it because of the overwhelming evidence against him. Chris, somehow believing that he was innocent in all this, chose to ignore this advice, and lost the case in embarrassing fashion. He then tried to sue his own lawyer in order to avoid paying his legal fees.   When that didn’t work, he decided to get revenge on Tyler physically. Figuring out which member of the Legacy he was wasn’t hard, so he fashioned himself a costume of his own to become the sworn enemy of Taserblast, the Insulator.   Even though no longer on the force, he gave himself fake Cop Car parts and a fake police badge to continue harassing people and hitting on underage girls. He still believes that he is an innocent person, proving the old adage, “If you walk down the street and you run into an asshole, you met an asshole. But if you walk down the street and everyone you run into is an asshole, then you’re the asshole.”
