Council of the Republic

The council of the Republic has been the legislative and executive branch of all of the Republic's since the first was created. On The Fifth Republic the way it works was slightly modified.
It is only with the approval from all of the senators of the council that a devastation can be created by players, as this will destroy the cities and nations of the world.

Structure

The council was created to be a simple, yet effective tool to create the laws. One senator proposes a law and the others vote on the matter. If the majority says yes, the the law is approved, if there is a tide or the majority says no, the law is refused and the senator can modify it and try again two more times. If the law is refused the third time, the senator can take it to the supreme Court, in which it is decided based on how helpful will it be for all of the citizens. However, if 90% or more of the council refuses even after the court approves it, the law is refused. The only times when the senator can propose it again are if a lot of time has passed or if something happens that might change the decision. Before the The Fifth Republic, the decision of the supreme Court was final and there was nothing the council could do if it approved it.
