Magic Pan Flute

Twinklelily Hollylight's pan flute. In bad need of re-tuning by a skilled musician/artificer/etc. Currently "broken" Once fixed, does the following:

Thistle-Reed Pan Pipes

Wondrous item, very rare (requires attunement by a bard, druid, or ranger)

These finely crafted pipes are made from thistle reeds grown only in fey-touched groves. When played, the pipes emit an entrancing melody that sways the hearts of even the most resolute creatures.
Magical Effect – Fey Enchantment
You can use an action to play the pipes and cast Mass Suggestion (save DC = 15) without expending a spell slot or material components. When cast this way:

• The duration is reduced to 1 hour, and
• The pipes cannot be used again until the next dawn.

Alternatively, as a bonus action once per short rest, you may play a short trill on the pipes to invoke one of the following effects (your choice) within a 60-foot radius. Each creature of your choice who can hear the music must make a Wisdom saving throw (DC 15) or be affected until the end of your next turn:

• Lulling Tune: Affected creatures are charmed and have disadvantage on Perception checks.
• Discordant Whistle: Affected creatures have disadvantage on Wisdom saving throws.
• Stirring Melody: Affected allies gain advantage on Charisma-based checks and saving throws.

Creatures that succeed on the saving throw are immune to that effect for 24 hours.
