Gahlia, Soul Matron
The ghost that haunts Berg only truly haunts those who would try and interfere with the high council and their orders. People who claim to have dealt with a ghost are often soon after related to some crime. Gahlia, the guardian of Berg, only concerns herself with the souls of those who do not want some form of order. She only break her norm when it comes to truly heinous crimes, and even then, that's unlikely.
Most rumors about Gahlia are untrue, she is not the ghost of Tord's mother, neither is she a banshee, for she is simply just a spirit of someone who died around the time of the High Council's creation. She has a ghostly blue aura, is cold to the touch, and struggles with her inability to physically interact with the world around her.
