Selkie Port
A Selkie Port is an outpost of the Selkie Khilaia made in foreign port cities as a place of trade, ship repair, resupply, and coordination. Selkie Ports are created by treaties between the Motosui Assembly and the country in control of the port, which typically involve the purchase of the land and a number of careful agreements regarding the rights and limitations of that outpost. Typically, Selkie Ports are governed by an Admiralty: a small local office operated by an Admiral or Grand Admiral. Most Selkie Ports pay taxes to the host country and enforce most of the basic laws (those focused on property and physical harm) but are otherwise autonomous.
Beyond that, every Selkie Port is different. Some are large and rich, while others are poorer than the surrounding city. Some include large foreign populations of other immigrant groups who seek work and religious protections in the port, while others are more or less closed to outsiders. Some are populous and others have only a small group of permanent residents. Each has its own history and context.
The Khilaia takes the protection of its outposts seriously and is known to engage in raiding, blockades, and even all-out war against those who attack them or violate their treaty-given rights. Given how important selkie trade access can be for nations with ports, this a relationship worth preserving even when one regime replaces another. Local nativists and xenophobes are another story, though: some merchants or workers who blame selkies for driving down prices or wages will lash out at these outposts in revenge. Typically, the selkie officials leave responding to this to the host country, but may hire their own mercenaries if the host country is deemed unable or unwilling to do so.
