A corner of an empire ruled by Chromatic Dragon-folk is torn through the planar veil, colliding with and subsequently joining Valoreign.

The second Maelstrom Surge of this scale displaces not a people, but an entire corner of a Kingdom. It's Dragonborn inhabitants are predominantly Chromatic, and the city itself is ruled over by the Sitzung, a council of Chromatic Dragons. Once the confusion wears down, they turn their attention to aggressive expansion.
