Grand Theft Auto (heat levels), and from XCOM 2 (retaliatory strikes on your rebel encampments.)
 

Description

Humans, especially Spiritkind and people getting close to the critical choice, could have a "heat" level that determines how likely they are to be targeted directly by Fallen or chosen for persecution by the enemy.
  This mechanic could add immediacy, triggering events, and enhance the shortage-economy aspect of player actions and decisions.
 

Problem this is trying to solve

The player not knowing what to do, or not having something that feels particularly important to do at any given time.
