Raw notes: Fallen can be like the Chosen in XCOM 2 -War of The Chosen, where the gain in strength over time, proving a greater threat to to the player's efforts the longer they go uncontested. Defeating them could send them into a Forlorn state where they are not dead, but are a greatly reduced danger.
