NPCs will act based on their motivations, Nephesh, attributes, needs, and recent interactions with others of the SUPOX and NAPOX. These variables will change over time as their environment changes and with player interaction,
Each attribute will be given a score, and several attributes will contribute to an overall number used in an engine check to determine what they will do in a given day, interaction, or conversation
Whichever situation fork is generated, the character will only ever make a positive or negative choice, and all numbers, based on a CenterPoint of 5 out of 9, will add together and average out to determine which choice they make.
Simple Example: Innkeeper's wife
She is given direction by God to hide a Jewish orphan.
Related attributes: Courage, Kindness, Obedience.
Constantly thriving in a state of low status, she has high courage (Courage 7/9)
Being bullied her whole life, she yet seeks to be kind to others (Kindness 8/9)
Not yet a born-again Christian, she is only slightly more receptive to the direction of the Holy Spirit than the average (6/9)
Her aggregate score is 21, creating an average of 7. She is 77.7% likely to (or if a boolean is needed, simply will) hide the oprhan. This represents the positive choice associated with her score being on the higher end of the scale.
Complex Example: Preacher
Preacher is told by Nazi Commandant to preach the German Evangelical Church doctrine, which is pro-Nazi and anti-jew.

Elevated to a position of status early as a religious leader, and always being the one telling others what is right and wrong, Preacher has developed little personal courage (2/9)
Steeped in the bible and prayer from a young age, his faith in God and the importance of spiritual matters is quite high (8/9)
Generally conscious of and attempting to follow God's will for his life, Preacher has a solid dose of obedience but has never been tested. (7/9)

Used to dealing from a position of high status, Preacher has no experience playing from the bottom and feels rebellious to even consider it. (1/9)

This second tie is broken by SUPOX activity related to his recent interactions and thoughts. The devil roams around looking for someone to devour, and this morning saw Preacher's eyes linger a bit too long on a pretty married woman in the front row. A Fallen currently lashes Preacher mercilessly, telling him he is unrighteous, unworthy, and a sham. This attack could be beaten back by the Sword of the Spirit, but Preacher is not used to fighting in the SUPOX, and instead his breastplate of righteousness cracks just enough for the dart of accusation to slip in.
He doubts his position in the Kingdom of God, and when confronted by this terrible, and terribly important, choice, on the razor edge of going either way, he chickens out and chooses the cowardly path.
He is 50% likely to choose either path in round one of determination, then 50% again in round two (moving further into SUPOX, but related directly to his choices and behavior to that point), then ultimately moved to the BAD decision by an attack from the Fallen.
Alternative 1: in the exact same scenario, a Guardian angel could intervene, battling against the Fallen to stop that single, deadly dart of fire that tips the scales. The tie breaker goes to the good, and Preacher bucks up and makes the right call.
Alternative 2: if the poison of lust has already grown, and his thought life is occupied by adulterous thoughts of the woman in the front row, his breastplate has already slipped and he will lose the second tie-breaker, choosing the wrong decision on his own.
Alternative 3: He puts thoughts of the woman aside, and has been praying every night in the Spirit for safety for the village. Now he wins tiebreaker 2, and makes the right choice without spiritual warfare occurring.
