The Royal Charter of the National Association of Guilds
Granted in the Year of Union 1190, under the Reign of His Majesty King Mador Insula, Protector of the Realm and Keeper of Order
The Royal Declaration
By decree of His Majesty King Mador Insula, in the strength of His Crown and the wisdom of His Parliament, there shall be founded and established within the Great Isle Union a body of oversight and order known henceforth as the
National Association of Guilds of the Great Isle Union,
to be the sole and supreme authority over all Guild Unions, and through them, all lawful guilds of crafts, trade, and profession throughout the dominions of the Crown.
Article I — Of the Purpose and Authority
- The National Association of Guilds (hereafter “the Association”) is established to ensure honesty, stability, and excellence in all crafts and trades across the Great Isle Union.
- The Association shall guard the integrity of the Law on Guilds, maintaining harmony among Guild Unions, and preserving the fair dealing between craftsmen, merchants, and the subjects of the realm.
- The Association shall answer directly to the Crown, through the Royal Justiciar of Trade, and may be summoned before the High Council of Parliament when matters of guild law or national economy arise.
- None may establish, alter, or dissolve any Guild Union within the Great Isle Union without the express seal and sanction of the Association.
Article II — Of Seat and Seal
- The Association shall hold its seat within the Hall of the Guilds in the royal city of Velorn, wherein all matters of national trade are heard.
- The Hall shall bear upon its gates the Royal Seal of the Crown beside the Mark of the Hammer and Quill, the emblem of the Association.
- No proclamation, charter, or seal shall bear legal weight unless impressed with both these marks together — symbolizing unity between the Crown and the Craftsmen.
Article III — Of Composition and Office
- The Association shall be composed of representatives, known as Guild Lords, drawn from every recognized Guild Union of the realm.
- Each Guild Union may send no more than three representatives, one of whom must be a sitting Guild Master.
- These representatives shall assemble once yearly in Grand Convocation, to deliberate upon matters of law, dues, and standards of craft.
- At all other times, governance shall rest with the Council of Twelve, chosen from among the Guild Lords to administer daily affairs.
- The Council of Twelve shall be led by a High Guildmaster of the Realm, appointed by the King from among three candidates proposed by the Council itself.
- The High Guildmaster shall serve for a term of seven years, and may not serve more than twice in a lifetime.
- A Royal Inspector of Guilds, appointed by the Justiciar of Trade, shall attend every session of the Council to ensure the will of the Crown is observed.
Article IV — Of Powers and Responsibilities
- The Association shall maintain a National Registry of Guilds, listing every lawful guild and union, with their leaders, seals, and dues.
- It shall hold authority to:
- Sanction or revoke Guild Union charters.
- Mediate disputes between Guild Unions.
- Inspect guild records and trade accounts.
- Establish standards of craftsmanship and quality for every profession.
- Levy fines or suspensions against those in breach of law or charter.
- The Association may not enact or alter royal law; it may only interpret and apply the Law on Guilds as written.
- All major decrees of the Association must be recorded in writing, sealed with its mark, and delivered to the Royal Treasury within thirty days.
Article V — Of Finance and Dues
- The Association shall sustain itself by the collection of lawful dues from every Guild Union under its authority.
- The dues may not exceed three parts in a hundred (3%) of the Union’s yearly collections, save by royal consent.
- All revenues shall be entered into ledgers inspected yearly by royal auditors.
- The Association shall not engage in trade for profit, nor own commercial ventures, lest it stand in rivalry with those it governs.
- Any officer found profiting unlawfully from guild dues shall be stripped of title and fined thrice the ill-gotten gain to the Royal Treasury.
Article VI — Of Standards and Apprenticeship
- The Association shall define and enforce the Standards of Craft, by which all guilds and apprenticeships are judged.
- It may issue Master’s Certifications, signifying completion of training and skill worthy of guild recognition.
- No apprentice may become a master without a certificate bearing both the mark of their guild and the seal of the Association.
- The Association shall appoint Inspectors of Craft to travel the realm and ensure that standards are upheld.
Article VII — Of Justice and Discipline
- The Association shall maintain a Court of Guild Law, empowered to hear disputes between Guild Unions and appeals arising from local guild courts.
- Its judgments shall be binding upon all lesser guilds and unions.
- In cases touching treason, fraud, or grave misconduct, the matter shall be referred to the Royal Justiciar of Trade and thence to the Crown’s courts.
- The Association shall uphold the clause of the Law on Guilds forbidding criminal association or corruption within any guild body.
Article VIII — Of Amendments and Dissolution
- The Association may propose amendments to guild law, but such proposals shall have no force until ratified by both Parliament and the King.
- Should the Association act contrary to royal decree or conspire against the Crown, it may be suspended or dissolved by Royal Edict.
- Upon dissolution, all its holdings, halls, and records shall revert to the Royal Treasury for safe keeping.
Closing Proclamation
By this charter, His Majesty King Mador Insula, in his wisdom and right, grants standing and seal to the National Association of Guilds of the Great Isle Union, to endure as long as it remains faithful to the law, the realm, and the prosperity of all good craftsmen and merchants.
Let every Guild Union take heed, and let none act beyond this charter, lest they forfeit their right to trade beneath the Crown’s peace.
