Issued by the Unified Council of the Federated Republic of Taupi
Ratified in Session, Year 543 of the Common Era
In accordance with the will of the People of Taupi, as expressed through their duly elected Council, and pursuant to the Act of National Unification and Security, the following laws are henceforth binding upon the territory formerly recognized as the Kingdom of Dwarf Island, now designated as the Territorial Administrative Zone of Stonehold.
I. Dissolution of the Monarchy and Surrender of Sovereignty
- The individual known as King Durrik Stonevein III shall immediately and publicly surrender the ceremonial and political Crown of Dwarf Island to a representative of the Federal Commission of Taupi.
- The monarchical government of Dwarf Island is formally dissolved. All hereditary titles and claims to governance are rendered null. Former royalty shall be considered private citizens subject to all laws and regulations.
II. Prohibition of National Symbols
- The former national flag of Dwarf Island, depicting a War hammer on a blue field, is hereby banned. Display, crafting, or distribution of said emblem shall result in confiscation and penalty of up to 500 gold marks or one year imprisonment.
- All public buildings, ports, and military holdings shall fly the Flag of the Federated Republic of Taupi, signifying unity, industry, and peace.
III. Severance of Foreign Ties
- All prior treaties, trade arrangements, or diplomatic engagements undertaken by the former Kingdom of Dwarf Island are invalidated.
- Citizens and guilds of Stonehold found engaging in foreign trade, diplomacy, or covert correspondence without federal approval shall face asset seizure and criminal prosecution.
IV. Establishment of Taupi Administrative Authority
- A Federal Governor, appointed by the Council of Taupi, shall be installed in the capital city of Deephearth and vested with executive power over the territory.
- Local dwarven councils shall be subordinated to the Governor’s office. All judiciary functions shall be transferred to the Unified Legal Circuit of Taupi.
V. Disarmament and Security Reorganization
- All armed dwarven organizations—militias, warbands, royal guards—are ordered to disband within 30 days. All weapons stockpiles shall be turned over to the local garrison of the Republic Defense Corps.
- Unauthorized possession of weapons by citizens shall be a criminal offense. Defense permits may be issued under strict federal regulation.
VI. Guild Rechartering and Economic Control
- All professional and craft guilds must apply for rechartering under the Office of Economic Oversight. Annual reports and tax disclosures are mandatory.
- A federal tax of 20% on gross output shall be levied on mining, smithing, and engineering guilds to support the reconstruction and integration of Stonehold into the Republic.
VII. Cultural and Religious Regulations
- The Common Tongue of Taupi shall be taught as the primary language in all public schools. Instruction in Ancient Dwarvish may not be permitted under any circumstances.
- Dwarven temples and ancestral sites must register with the Office of Religious Harmony. Rituals promoting separatism or monarchist ideology shall be banned.
- Public performances or texts glorifying past dwarven sovereignty, wars of resistance, or royalist propaganda are to be censored or banned.
VIII. Population Management and Travel Control
- A full census of all residents of Stonehold shall be conducted. Each citizen shall be issued an Identification Seal marked with name, profession, and place of residence.
- No citizen may leave the territory without an approved Exit Writ from the Office of Border Affairs.
IX. Anti-Sedition Enforcement
- Acts of resistance, insurrection, sabotage, or incitement against the authority of the Republic shall be prosecuted under the Federal Security Statutes.
- Clans, households, or guilds found sheltering fugitives, royal loyalists, or foreign agents shall be subject to collective penalties, including property seizure, suspension of guild licenses, or forced relocation.
This edict has been read into the record of the Great Assembly of Taupi, approved by vote, sealed by the Chancellery, and transmitted to the Interim Governor of Stonehold for immediate enforcement.
