The Low Gods
The High Gods and their ideals are only half of the puzzle that makes sentient civilization. Where there is society, there must be the individual. Where there is law, there must be exemptions. Where there is Fate, there must be Luck. The Low gods take on the duty of providing and guiding the more individual, chaotic tendencies of the world.
Sometimes this is to curb those elements of a society that become too static, too fanatical, and too one-dimensional. Sometimes it provides a foil against the forces of the High Gods, trains their champions, and creates situations where the intervention of the High Gods may be seen in a positive light.
Their champions understand that hope doesn't always rely on the 'right' or 'correct' thing being done, but sometimes by a brutal rebel in the right place at the right time.
