Following the war, the King Morigan shifted focus to reconstructing economic centers throughout Keoland and ignored his military forces. Unbeknownst to him, Prince Thiaac Dayan felt immense political pressure from the other Sea Princes to seek retribution and redemption from international humiliation. Thiaac's economic advisor, Shelbyjulel - a Scarlet Brotherhood agent, intentionally provided him false information about a full-scale navy invasion from King Morigan. Prince Thiaac rallied the principalities into full-out military mobilization.

Believing that the Keolian forces would attacking from the southern shores in two months, Prince Thiaac organized a preemptive strike.
