Master Trustee

The Master Trustee is the executive head and leader of the Sarendian Trust. As the chief executive officer of the Trust, they oversee the implementation of policies and decisions made by the Sarendian Trust's Council of Guild Representatives. The position dates back to the creation of the Trust's earliest agreements between it's Guilds, when it was created as the treasurer of the shared funds of all the Guilds.   The Master Trustee's authority is broad and multifaceted, encompassing executive, legislative, judicial, economic, diplomatic, and crisis management roles. This position is crucial for maintaining the balance of power within the Trust and ensuring that the interests of all guilds are represented and protected. The Master Trustee's leadership is essential for navigating the complex dynamics of a government structured around trade guilds, fostering cooperation, and driving the Trust towards continued prosperity.

Requirements

Future Master Trustees are elected from the ranks of the member guilds of the Trust. To be eligible, the candidate must be nominated by a sitting Guild Representative on the Council, and be a member of one of the Trust's Guilds.

Appointment

The Council of Representatives hires a new Trustee upon the retirement of the previous one. Upon conferment of the title, the Trustee-select signs an employment contract with the Council.

Duties

The duties of the Master Trustee are vast and varied, more so than the executives of Kingdoms or Republics. They ensure that guild operations align with the broader goals of the Trust and resolves inter-guild disputes.   From 340 PE onwards, the Master Trustee also presides over meetings of the Council of Guild Representatives, setting agendas, and facilitating discussions. They also gained the power to propose new regulations and policies to the Council, particularly those affecting trade, labor, and production.  

Judicial Authority

- May have the final say in guild-related legal matters, particularly those involving disputes between guilds or violations of Trust laws and regulations. - Oversees a guild-specific legal framework, ensuring that guild members adhere to established codes of conduct.  

Economic Control

- Oversees the economic policies of the Trust, including taxation, tariffs, and resource allocation. - Ensures that the economic activities of the guilds contribute to the overall prosperity of the Trust.  

Strategic Planning

- Develops long-term strategies for the growth and development of the Trust, focusing on trade expansion, technological advancement, and infrastructure development. - Works with guilds to identify and pursue new opportunities for collaboration and innovation.  

Guild Regulation and Membership

- Monitors guild membership and ensures compliance with the requirements for sitting on the Council of Guild Representatives. - Can approve or reject new guilds seeking membership in the Trust, based on criteria set by the Council of Representatives

Responsibilities

In the Sarendian Trust, the authority of the Master Trustee is over the common interests of economic order, and financial growth, and is responsible for the security of the Sarendian Trust. Many of its responsibilities have been gradually expanded, to far exceed its initial role as treasurer for the "Guild of Guilds":  

Executive Leadership

  • Act as the head of the Trust's Council, presiding over meetings and ensuring that decisions made by the Council are implemented effectively.
  • Represent the Trust in relations with other organisations and states, both within and outside the Erentrene region, engaging with other political entities and trade organizations.
 

Policy Enforcement

  • Ensures that the rules and regulations established by the Trust are followed by all member guilds.
  • Oversee the enforcement of trade agreements, labor laws, and other guild policies across Sarendian territory.
 

Economic Oversight

  • Monitors the economic health of the Trust, ensuring that trade flows smoothly and that the interests of the guilds are protected.
  • Has the authority to intervene in disputes between guilds, acting as an arbitrator to maintain harmony and productivity.
 

Guild Coordination & Oversight

  • Coordinate logistics between the various guilds, ensuring that their economic activities do not compete at the expense of the broader goals of the Trust.
  • Facilitate cooperation between guilds for large-scale projects or in times of crisis.
  • Ensure that the process of electing new guild representatives and the next Master Trustee is fair and transparent.
 

Resource Allocation

  • Oversees the distribution of resources and funds within the Trust, ensuring that guilds have what they need to operate efficiently.
  • Manages the Trust’s treasury and allocates funds for public works, defense, and other communal needs.
 

Strategic Planning

  • Develop and implements long-term strategies for the growth and stability of the Trust.
  • Work with the Council of Guild Representatives to identify and pursue new opportunities for trade and economic expansion.
 

Crisis Management

  • Lead the Trust's response in times of crisis, such as economic downturns, natural disasters, or military conflicts.
  • To mobilize resources, Guild members, and assets for defense or emergency relief efforts.
  • Has emergency powers to make swift decisions for the protection and stability of the Trust.

Grounds for Removal/Dismissal

The Master Trustee can be dismissed for breach of contract, criminal activity, or for inability to perform their duties after a vote of no-confidence in the Council of Representatives.

History

The position of Master trustee was founded to manage the collective trusts (assets, money, bonds, etc) of those party to the Sarendian Guild Pact. It has, over time, evolved to become the quasi-executive of the Sarendian Trust as it has expanded its role and authority in the former western Feloran provinces.
