As the Exiled massacred their way through the frontier, the United Earth Government and UNSC began strategic retraction, formally withdrawing from more than half of the Outer Colonies. Of the remaining territories:

• UEG clung to systems such as Epsilon Indi, Tau Ceti, Eridanus, and XI Boötis.
• URF-aligned systems grew in rebellion: Theta Ursae, Fessock, Igdras, Lambda Aurigae, Orrichon.
• The Sundered Legion, a vicious URF splinter, seized 26 Draconis and 111 Tauri, executing former planetary governors and broadcasting the footage as recruitment propaganda.
• The Horsemen, a terror cult of blood rites and chaos, arose in the Charybdis and Escala systems, decimating infrastructure and eradicating dissent.

These fractured factions drowned the Outer Colonies in nightmares, and the UCG found itself caught between Exiled brutality and human insurrection.
