The Sealing of the Flame Doctrine

Now ruling over 500 million people and controlling two systems, the UCG codified its identity in what became known as the Flame Doctrine, a regime-wide charter that declared:

• Service Equals Citizenship
• Unity Over Autonomy
• No Planet Left Alone

This would evolve into the constitutional cornerstone of the UCG. Educational indoctrination centers, later called Dawn's Cradles, were installed on every regime-aligned world.
