The Exiled annihilated the outpost world of Mesra within the Qusdar System, killing over 100 million colonists. But the survivors, relocated by Tyrik Sol Marran's ghost freighter fleet, were brought into the UCG fold. It marked the first refugee integration into the Regime growing civilian-military framework. The Doctrine of Integrated Service was born; no civilian may remain idle.

UCG military formations were formalized. The earliest iterations of the DMDF emerged as divided yet coordinated regional forces. Public oaths, such as the Oath of the Flame, were now spoken during all enlistments.
