B.E.A.R (British Extrahuman Associates Registary)

Founded in 1956, with the initial poppulation of civillians with enhanced abilities (with the 3rd generation) B.E.A.R was founded by the british army, as a way to keep track of as many of the upcoming empowered running around the empire, seeing that the powers were now out of their direct control, the goverment hoped to monitor their spread in order to be able to assess future threats and assets.
Over the years, the B.E.A.R model was adopted on a global scale (creating G.E.A.R) and was used to form the basis for super hero licensing in the 60s and young heroes in the 90s, the registary became has always been an important step in a heroes early career, since without it, they wouldn't be protected by most superhero laws or able to request and sign an official protector contract to attain an income from their crime fighting.
In the early 2000s with the advent of the internet, the registary had recieved another important aspect, and that is the tracking of popular opinion, the goverment site started running popularity poles in 2002, and in 2004 they implemented a feature allowing short (screened) reviews of heroes to be posted on the registaries site, increasing the interest in heroes as personalities and celebraties, this shift in perception has lead the global foundation to adopt a new role, changing the A in their acronym from associates to approval, and shifting focus to become sort of a propaganda tool for the heroic community, with the popular heroes becoming a major aspect of their commercial appeal, ranking them and hosting extravagant yearly event announcing the most popular members of the super heroic community.
In 2008, a major bribary scandal had led to the firing and replacement of most of the major staff, alongside new goverment officials, special advisors were added from the super heroic and buisness sectors, including popular retired heroes such as Dynamo, Shinestar and Lobster Man, as well industry specialists who support the heroic community such as representatives of Zaia technologies, the iron sun project and more.
