The High Rider is responsible for ensuring the strength of the city's elite cavalry, the Ashguard Riders, and for protecting Steeds Crossing from threats like the Dragonborn in the Ashlands or raiders from the Cragspire Mountains.

The title carries immense respect, and their word holds significant weight in any dispute or decision, especially when it concerns the security of Steeds Crossing or the training of its warhorses.
Appointment
The title is typically passed through prominent horse-breeding families, making the position a combination of hereditary rule and earned leadership. While the High Rider traditionally comes from one of the city’s elite families, they must prove themselves in battle and diplomacy. Duties
The High Rider’s primary duties are the defense of Steeds Crossing and the maintenance of military strength. This includes overseeing military strategy, fortifications, and training of the Ashguard. The High Rider also has significant political influence, guiding decisions on city laws, taxation, and trade policies—particularly concerning the city’s famed warhorses. Though a military leader first, the High Rider must balance the interests of the Merchants' Guild, artisans, and noble families within the Council of Horsemasters.
