People's Council
The people's council is the system through which all political manners of the Golden Valley go through. For any matter to pass through, it needs to get the approval of at least half of the council.
The council could be compared to an oligarchy, but unlike it, the People's council is made mostly out of individuals which have been voted in by the people, as well as the leaders of major guilds. As a way to avoid corruptiton, or try to negate it as much as possible, the people do not vote for whom will be let into the council directly. Instead, they vote for a select amount of individuals, who then get selected by a lottery. Guild seats are decided in a similar manner, where out of all the leaders of the guilds, only a few get selected to be on the council.
The council itself is divided into 3 groups, each of which rule for 15 years, with each group having it's members elected every 5 years. As such, there is always a majority of the seats occupied if any complications are to occur.
Each council position has it's own specialisation to signify the individual's proficiency within the matter. This member's vote is worth double depending on the matter, as to avoid ties within votes. For example, the current general would have a double vote regarding a military operation
In the case of a guild speaker losing his position as the guild leader, he still remains in power until the end of his term
