Panaqa Interpreter

Qualifications
There can only be one interpreter per panaqa. And only by the grace of the Sapa can a new one be formed. In such a rare circumstance, the would-be interpreter must have:
- Knowledge to speak at least two major lanaguages and the local dialects of the panaqa's regional home
- Interpret religious protocols and genealogies
Responsibilities
- Maintain the mallki and its treasures
- Mediate disputes or communicate the panaqa's interest to the sun court
- Attend public events with the mallki

Broadly, a panaqa is a lineage descended from a previous emperor - except the current. They are responsible for keeping the memory, estates and duties of their dead benefactor. And especially the wealth he had accumulated when he was alive and ruling. Through this wealth, in practice, a panaqa interpreter can claim to speak with the ancestor's voice and excert some administrative control on specialty issues or whole state policies.
