Forthrim, Scypian

Forthrim in the world of Scypian is a peaceful country, ruled by King Steor, a half-elf. As a result of many assassination attempts upon the King early in his reign, as well as the War of the River, King Steor rarely appears in public and is only hears cases of the people if the Scir of their city has already heard it and given them leave to bring it before the king.   There are ten cities spread throughout the kingdom, each presided over by a Scir. The ten Sciri meet together with the king a few times a year to discuss the concerns of each city as well as the state of the country as a whole. The order in which each city's concerns are presented is determined by the Drawing of Lots.   As the story begins, the first meeting of the year is to be held in the next couple weeks, and the Sciri are readying themselves to bring their city's needs before the rest of the nobility. Each Scir readies his prized airship to make the journey to Thurond, with its decorations symbolizing its home city.
