Serang can end the curse he helped the Bog Hag create, but once he does, he can't affect how or when Sharaea and Hayne are reincarnated.

Like most time dragons, Serang has a flexible view on what is, what will be, and what was. He is brilliant, but often disconnected from current events, and not overly concerned with the present.
Morality & Philosophy
Serang is personally detached from the moral perspectives of good and evil. In the long game, evil can inspire good, and good becomes viewed as evil by later generations. He believes he is driven by wisdom that spans millennia, but his pride taints the clarity of his perspective.

Serang is personally invested in the role he believes he is playing in the return of Sharaea and Hayne as champions in the future, believing it makes him at least parlty responsible for their future accolades.
Vices & Personality flaws
Serang believes the ideas of anyone who lacks a time dragon's perspective are naive at best, foolish at worst. He can be haughty and dismissive of opinions that contradict his own.
Serang's pride in his future glory clouds his judgement, further biasing him against anyone who expresses doubt or finds fault in his plans, particularly relating to the Prince of Frost.
