Cepa
Cepa is one of the two largest dwarven holds in Rúnlic . It is a meritocracy, being lead by a council of the heads of the guilds in the city. Cepa was originally a settlement of Onsetnes. It grew large quickly due to the large amount of high quality raw resources located in the area. The guilds that used those resources grew tired of being ruled over and managed to break away from Onsetnes.
Cepa is now a plutocracy, ruled by leaders of the guilds. Guilds such as the smiths, carpenters, leatherworkers, etc., all elect representatives that help govern and make policy.
