United Archipelago Confederation
United Archipelago Confederation is a pirate state located in the 13 islands in the equatorial part of the neutral zone undivided between Continent-Nations defined by the Elysine Congress. As such it is protected by a set of diplomatic immunities, introduced to prevent any hegemony of one continental nation over the others, enabling it to be a safe haven for pirates. Its main part of income comes from piracy. It was established by General Labser, abhorring the oligarchical nature of the Congress Order, and it is now ruled by Governor Homburg, a half-vampire connoisseur of arts and a famous womanizer.
