An Empire Sanctioned Guild, or E.S.G. for short, is a guild that the Emperor themself has either officially authorized or created from scratch. The reason for doing so is to delegate the responsiblity of certain society upkeep tasks to people who specialize in those fields. For example, instead of dealing with all of the financials themselves, the Dragonlords created The Order of the Hoard to deal with the economy as well as run the banking system. A guild does not have to be Empire Sanctioned to be legal, however, those guilds must pay heavy taxes to stay up and running publicly. On the other hand, there are secret criminal organizations that sometimes call themselves guilds but they are just that, criminals. An example would be The Lollipop Guild, which is a front for The Thieves Guild (which doesn't have a second catchy name). They fly under the radar by pretending to be a small candy making guild, which is actually rather tasty. Meanwhile their true headquarters is underground, beneath the candy shop itself.
