The Spark of the Divine
If a creature has a soul it has a spark of the divine. This the catalyst to the way of life and fuels magical, psionic and even divine power. Anyone and everything has the ability's to become a god. If enough people believe in something their spark of the divine can create a spiritual repartitions of their belief. These are often how concepts became a form in reality. Most of these type of gods are lesser gods and often server local communities or even families.
People who have done extremality thing with enough people believing in them and ignite the spark with in them and give them divine powers and as they grow more powerful they rise up for demi, lesser to major gods. Often taking on many banners. Example is the Raven Queen. A mortal Queen along with her follower transited life and death and rose to god-hood. She severed as a lesser god of fate to the evil god of death Neurll until she can gain enough power and kill him and usurp his power. Now she reigns as the goddess of death and one of the many goddess of fate.
Gods get their power from souls and worship of their followers. A major god who loses all their followers will slowly drain power over time until they are a lesser god.
Gods can even be killed. However even a dead god has residual energy even long after they are dead. There are still clerics and priest of Bahamat, Nerull and Tiamet that can still call on their divine power. However their power is limited or even weak. Can a god be resurrected is unknown, however if the Raven Queen has her way this would be impossible.
Pantheon of god hood. What determines large pantheon of major gods change based on regions and cultures.
So for player Grayhawk, Forgotten Realms, Guide to Exandria, are welcome to be used in my campaign. However some lore will have some gods shared by all three of these major setting are changed or dead. Why these gods exist their stories may change to fit the Fallen Kingdom's lore. However you are also free to go nuts and create your own god that your character followers. Just work with the DM to add flavor and make sure it fit in the world at large.
As I stated all creature that has a soul has the spark of divinity so why atheisms doesn't really exist in a world where the gods can come and be tangible to characters. The characters don't have to follow or respect gods. However it strongly suggested they do... This doesn't mean the character can't unlock their own divine energy if they believe in themselves.
