Hulburg
A small city on the Moonsea, Hulburg is a merchant's town that prides itself on neutrality in an otherwise war-filled region. With Phlan and Mulmaster as its powerful neighbours, it often sees itself as the stage for peace negotiations between the powerful city-states while keeping itself out of their conflict and reaping the benefit of their necessity. As such, the population of Hulburg is wealthy, and many noble houses have risen through the trade of goods as an in-between among warring factions. The city itself is largely peacful, though political intrigue follows the rich inhabitants everywhere, and its proximity to the vale of Thar means that raiding parties of orcs and goblinoids are a common nuisance. Interestingly enough, slavery is illegal in Hulburg, as opposed to many of the other city-states of the Moonsea, who make it a rather common practice.
Government
Hulburg is run by a lord they call a hamarch. Historically, the hamarchs of Hulburg have always been of the Hulmaster family. Recently, Kara Hulmaster has been appointed regent to her niece Natali, who is yet to come of age.
Keeping and trading of slaves is illegal in Hulburg, as is the opening of barrows nearby the city - this is due to a caution when it comes to undead.
Laws are enforced either by the Merchant's Council, who is also mandated with the keeping of the peace, and it is them who appoint the town guard, often in the form of mercenaries.
An elite militia known as the Shieldsworn are called upon to stop violent crime such as murder.
