Skaldhelm
This old, wooden city is the largest and last holdout of the Westrons, a warrior tribe of men known for their costal raiding and tenuous relationship with the Church and Empire. Upheld by the economic deals they have made with Generosity and Aspiration for use of the cold water port of Icewind, they enjoy a certain amount of leeway in their constant game of cat and mouse with the Imperial Navy.
