Tejón isn't a set settlement, it is a camp that travels from Kingdom, to Kingdom in the search for food, and temporary work. The Nomads as they call themselves are not looking to settledown, this is not their way of doing things. The love to see the world, and are happy that they do not belong to one specific nation. So that when thing become heated they are able to pick up their stuff and leave.
This was the case during the War at the border, when the armies got to close they packed up just in time and all the Nomads survived the ordeal.

There is an Elder who decides where they will go, and where to set up camp. But this can always be up for dicussion, this is usuall to do with job oppertunities, the law and political climate.
